Crime Scene Technician

Starting Salary: $42,421 min. to $53,026 mid./DOQ

Nature of Work:

This is a non-sworn, non-exempt, full-time position under the general direction of the crime scene investigations supervisor. This multi-faceted position provides support for all areas of the police department. The incumbent is responsible for detecting, collecting, preserving, and transporting evidence from crime scenes. Primarily responsible for processing crime scenes that are investigated by the Miami Gardens Police Department. This position involves a large amount of public contact which requires good communication skills.

Minimum Requirements:

High school diploma or GED; supplemented by college level coursework with emphasis in Crime Scene Technology, Criminology, Criminal Justice or closely related field; Associate's or Bachelor's degree preferred. Two (2) years of previous experience in processing of crime scenes, latent print examination or related work required. Completion of formal course in basic fingerprint identification, advanced latent fingerprint identification and administrative advanced fingerprint identification conducted by the FBI preferred. Must possess and maintain, throughout employment, a valid Florida driver license and satisfactory driving record. This position involves irregular shift work and shift rotations necessary to provide services 24 hours a day.

CSI Supervisor

Starting Salary: $51,967 min. to $64,958 mid./DOQ

Nature of Work:

This is a highly responsible position with the City of Miami Gardens Police Department that involves the supervision, training and scheduling of non-sworn Crime Scene Investigation personnel. The CSI Supervisor will oversee daily operations, assist administrative, purchasing and budgeting functions and perform service calls for the City of Miami Gardens Crime Scene Investigations Unit. The CSI Supervisor supervises staff, delegates assignments, implements field staff work schedules, assists in recruitment/testing/hiring activities, evaluates employees and oversees and provides forensic training to Officers and staff. The incumbent is also responsible for documenting crime scenes with photographs, video recordings, diagrams and reports.

Minimum Requirements:

High school diploma or GED; supplemented by college level coursework with emphasis in Crime Scene Technology, Criminology, Criminal Justice or closely related field; Associate's or Bachelor's degree preferred. Four (4) years experience in crime scene processing and forensic science and criminal investigations, to include a minimum of one (1) year of supervisory experience. Completion of formal course in basic fingerprint identification, advanced latent fingerprint identification and administrative advanced fingerprint identification conducted by the FBI preferred. Knowledge of computer forensics is highly desired. Experience with a wide range of computer hardware and software is preferred to assist in the collection of evidence from the various types of computer systems. This position requires effective verbal and written communication skills as well as the ability to interact with law enforcement personnel, city staff, general public, and attorneys. Must possess and maintain, throughout employment, a valid Florida driver license and satisfactory driving record. *Salary Hire-In rate will be determined based on years in Grade as an Officer and education attained. Actual offer will be determined by the City's Human Resources Department after a thorough review of an applicant's file.

Nature of Work:

This is a highly responsible position with the City of Miami Gardens that involves networking with the community and the protection of life and property. This is accomplished through patrol work, criminal investigation, community policing, code enforcement responsibilities and enforcement of the laws of the State of Florida and the Ordinances of the City of Miami Gardens . Assignments may typically involve routine motor patrol, bicycle or foot patrol, or criminal investigations. Officers receive assignments and instructions from police officers of a higher rank and perform work in accordance with Department policies and standard operating procedures. Participates in special programs and projects as assigned. NOTE: The duties of this position will include all of those duties set forth in the official job description.

Minimum Requirements: These are the minimum requirements for the position. While the following requirements outline the minimum qualifications, the City reserves the right to select applicants for further consideration who demonstrate the best combination of knowledge, skill and abilities in relation to the needs of the City and the qualifications of other candidates. Meeting the minimum qualifications do not guarantee an invitation to test.

  1. Be a United States citizen at time of application.
  2. Be at least 19 years of age upon appointment.
  3. Possess, or be eligible to obtain, a Florida driver's license and have an acceptable driving record.
  4. Be of good moral character and never have been convicted of any felony or a misdemeanor involving perjury or false statement, or have received a dishonorable discharge from any of the Armed Forces of the United States. Any person who, after July 1, 1981, pleads guilty or nolo contendere to, or is found guilty of a felony, or of a misdemeanor involving perjury or a false statement, or domestic violence shall not be eligible for employment or appointment as an officer, in spite of suspension of sentence or withholding of adjudication.
  5. Requires a high school diploma or General Equivalency Diploma (GED) equivalent (Police Officer I); or Associates degree (Police Officer II) or Bachelor's or Master's degree (Police Officer III) with major study in Criminal Justice Administration, Public Administration, Human Resources, Organizational Behavior, Psychology, or closely related field.
  6. Proof of FDLE Certification or Police Officer Certification with training curriculum from home/state academy. Out of State Certified candidates must have one year of full-time certified work experience to be considered for the 92-hour Exam Qualification Course.

THE EXAMINATION/TESTING PROCESS is to determine if the “moral character” of the candidate is appropriate for employment as a Police Officer. “Moral character” is determined by examination of the life experiences of the candidate. Testing includes, but not limited to, the following listed factors.

Property/Evidence Control Custodian II

Starting Salary: $37,052 min. to $46,315 mid./DOQ

GENERAL DESCRIPTION:

This is a non-sworn, non-exempt, full-time position under general supervision of the Support Services Division. The purpose of the position is to provide support for all areas of the police department. This position is responsible for the labeling, storage, and transportation of all evidence to the crime lab and the maintenance and storage of all department equipment. Performs related work as directed.

An employee in this classification will participate and coordinate activities within the Property Unit. This position is not of a routine, clerical or ministerial nature and requires the exercise of independent judgment. The lead worker will assign, review, and participate in the work of employees responsible for performing a variety of technical duties related to the receipt, storage, protection, delivery, release and disposition of property and evidence; to ensure work quality and adherence to established policies and procedures; and to perform the more technical and complex tasks relative to assigned area of responsibility.

ESSENTIAL JOB FUNCTIONS : This is not intended as a comprehensive list; it is intended to provide a representative summary of the major duties and responsibilities. Incumbent(s) may be required to perform all duties listed, and may be required to perform additional, position-specific tasks.

  • Supervise and manage the receipt, storage, recording, and issuance of all police evidence.
  • Supervises and maintains custody and control of all police evidence and found property, including currency, firearms, narcotics, etc.
  • Conducts inventory checks.
  • Makes presentations to groups and individuals on subjects related to the job's tasks and functions.
  • Exercises sound, independent judgment; must be able to complete special duty assignments with little supervision.
  • Assists the general public with requests for the return of property and/or evidence.

  • Assists in recovery, proper marking, and inventory of property for storage to ensure safekeeping of the property until claimed by owner or auctioned.
  • Assists operations and investigations divisions in recovery of stolen property which includes storage, identification, and inventory for return to owner or holding for court proceedings.
  • Maintains an inventory of recovered and stolen bicycles to determine ownership, return property or sell at auction.
  • Disburses evidence and property to officers and civilians.
  • Maintains files of all evidence in the computer system.
  • Maintains cleanliness and order in the evidence room.
  • Audits all evidence and property on an annual basis.
  • Maintains a data base for all items reported lost or found.
  • Notifies any and all persons owning or having legal right to possession of property in the custody of the department.
  • Returns, or causes to be returned, property to owners or others having legal right to possession.
  • Disposes of unclaimed and contraband property in the manner established by department policy and all applicable local, state, and federal laws.
  • Destroys, or cause to be destroyed, all evidence, property, and contraband materials upon direction from a court order.
  • Processes and routes evidence to the appropriate crime laboratory for analysis, and retrieves said evidence upon completion of analysis.
  • Routes photographic film submitted as evidence for processing, and retrieves those photos and negatives when completed.
  • Responsible for immediate management of requests for copies of evidentiary materials for the State's Attorney's Office, or other court order-appointed individuals' requests, (i.e., photographs and videotapes, etc.).
  • Testifies in court as to policies, procedures and methods used in handling, storage, and security of property, evidence, and photographic materials coming within or under his control.
  • Prepares supplemental reports on all actions which involve evidence or property actions (i.e., laboratory submission and retrieval, destruction, or auction, etc.).
  • Responds to citizen inquiries and complaints pertaining to evidence, property, or court orders.
  • Gathers and completes necessary steps to release custody of appropriated property for auction.
  • Orders and maintains all supplies needed for the collection, preservation, and storage of evidence and property.
  • Responsibility for obtaining dispositions of property previously stored in the evidence/property room to determine release of property to owner, destruction, or auction, as required by the guidelines set forth in department policy.
  • Completes routine reports of a non-critical nature.
  • Prepares conference room and training rooms for classes and conferences.
  • Operates all video and photographic equipment as required.
  • Provides assistance to the public by performing fingerprinting as needed.
  • Assists officers in the booking process of prisoners and act as matrons if necessary.
  • Conducts department tours of the police facility as a public service.
  • Assists the Support Services Captain in administrative tasks.

MINIMUM QUALIFICATIONS:

Knowledge, Skills, and Abilities: Knowledge of procedures for operating various office equipment, including personal computers. Knowledge of the department to which assigned including its policies, procedures, regulations, organization and work flow.

Education & Experience Requirement: High school diploma or GED; supplemented by college level coursework with emphasis in Business Administration, Public Administration, Criminal Justice, or closely related field; Associate's or Bachelor's degree preferred; supplemented by four (4) years previous experience working with the systematic receipt, storage, maintenance, issuance and disposal of various property items. Previous supervisory experience preferred. Must possess and maintain, throughout employment, a valid Florida driver license.

The position involves regular shift work usually Monday-Friday with some nights and weekends. Work shifts are normally 8 hours in duration, but may be extended in the event of emergency, disaster, manpower shortage, work load, or work-in-progress.

Must be physically able to operate a variety of machines and equipment including automobiles, radios, telephones, etc. Must be able to exert up to ten pounds of force occasionally and/or a negligible amount of force frequently or constantly to life, carry, push, pull or otherwise move objects. Physical demands are in excess of those for sedentary work; must be able to remain on feet for periods of time, stoop, kneel, crouch, lift, carry, push, pull, climb, balance, walk, run.

Must occasionally lift and move up to 50 pounds. Specific vision abilities required by this job include close vision and the ability to adjust focus. The noise level is quiet to moderately loud. Sometimes work is stressful when working under stringent time constraints.
